PLANET TO SHIP COMBAT:  
  Planet/Starbase vs. Ship Combat:  
  Generally speaking, a Planet always does combat after Ships.   
  There is one exception this this rule:  
  If a Planet is captured during combat and the defending Player still has some Ships in orbit (Ships that were set to avoid combat), then the Planet
  will attack those Ships before any surviving Ships of the attacking Player if, and only if, the Planet was set to ATT or NUK and the combat avoiding
  Ships Battle Order is higher than that of the attacking Ships  
  The Firepower of a Planet is added to the firepower of the Starbase.  
  Defense Factor: 100 + Defense Posts + Starbase Defense (If a Starbase is present)  
  The number of Fighters that a Planet can launch is (the number of Fighters on the orbiting Starbase) + SQR(Defense Posts).
  Alternatively: the number of Defense Posts needed for N Planetary Fighters is (N*(N-1))+1  
  So if we want 10 Planetary Fighters we would need (10*(10-1))+1 Defense Posts. Answer = 91.  
  The number of Fighter Bays that a Planet has is the SQR(Defense Posts). If the Planet has a Starbase, then it gets 5 extra Fighter Bays.
  Fighter pilots from a Planet based Fighter is beamed back to the Planet .001 milliseconds before his Fighter explodes in combat. He can 
  therefore launch from a new Fighter as long as the Planet does not fall into enemy hands.  
  In other words, the Planetary Fighters are regenerated after every attack and do not have to be rebuilt.  
  The number of Beam Weapons that a Planet has is  SQR((Defense Posts + Starbase Defense)*0.3).  
  Alternatively: the number of Defense Posts needed for N Planetary Beams is (3*N*(N-1))+1  
  So if we want 5 Planetary Beams we would need (3*5*(5-1))+1 Defense Posts. Answer = 61 Defense Posts.
  The Tech level of the Beam Weapons on a Planet is SQR((Defense Posts)*0.5) or the Tech level of the Beam Weapon Tech at the
  Starbase, whichever is greater.  
  Alternatively: the tech level of the Planetary Beams is (2*N*(N-1))+1  
  So if we want tech 5 Planetary Beams we would need (2*5*(5-1))+1 Defense Posts. Answer = 41 Defense Posts.
