PLANETARY CLIMATE:  
  Planet Temperature:  
  Planet temperature ranges from 0 (coldest) to 100 (hottest)  
  Desert: (85 - 100)  
  Tropical: (65 - 84)  
  Warm: (40 - 64)  
  Cool: (15 - 39)  
  Arctic: (0 - 14)  
  Most Colonists reproduce fastest at a temperature of 50  
  The Crystals (Race 7) and Siliconoid Natives have the maximum growth rate on desert Planets (100 temp)
  Colonist Population Limits:  
  The temperature of a Planet determines how many Colonists can successfully survive on the Planet.
  No (Colonist Population + Native Population) can be over 25,000,000 on one Planet. This is at ideal temperatures.
  The Rebels (Race 10) can build outposts on ice Planets (temp 0, 1, 2 or 3) that support up to 20,000 Colonists (Host 3.21)
  The Rebels (Race 10) can build outposts on ice Planets (temp 19 and below) that support up to 9,000,000 Colonists (Host 3.22)
  The Fascists (Race 4), The Robots (Race 9), The Rebels (Race 10) and The Colonials (Race 11) can have up to 6,000 Colonists on desert Planets. All other 
  Races can only have one Clan on a desert or arctic Planet.  
  The Crystals (Race 7) like desert Planets (hconfig): If “yes” The Crystals (Race 7) have max population on desert Planets and a max population of 5,000,000 on 
  temperate-warm Planets.  
  Climate Death Rate:  
  Climate death rate > 0: Desert worlds support at least 101 - (Planet temp) Clans  
  Max Clans on Planets: Temp 100: 9 Clans.   
  For each degree cooler the Planet is 20 more Clans can be added  
  Climate death rate > 0: Ice worlds support at least 1 + (Planet temp) Clans  
  Max Clans on Planets: Temp 0: 29 Clans.   
  For each degree warmer the Planet is 20 more Clans can be added  
  Climate death rate = 0: max population (except The Crystals (Race 7)) of a Planet is SIN (Planet temp * PI * .01) * 100,000 Clans. (SIN is in radians; PI = 3.14)
  Climate death rate = 0: max population (The Crystals (Race 7)) of a Planet is (Planet temp * .01) * 100,000 if “Crystals (Race 7) Like Desert Worlds” setting is turned ON.
  If Colonist Eat Supplies option in HConfig is set to Yes, then every 40 Supplies on the Planet (after Factory production) adds 10 more surviving Clans
