THE EMPIRE OF THE BIRDS (RACE 3)  
  Origin:  
  The Empire of the Birds is based on the Romulan Star Empire from Star Trek, the Original Series.  
  About Race 3:  
  The Birdmen are a very sneaky Race. Not much is known about them. Their Ships, however, have  
  gained fame across the galaxy for their unique Cloaking technology.  
  This Cloaking Ability allows their Ships to hide from enemy Scanners and makes them less  
  vulnerable to enemy Minefields.  
  The Birdmen like to paint their Ships to look like giant birds so that they can make low passes  
  over Planets and scare the pants off of the Natives before landing and jumping out in their  
  armored bird suits to take over the Planet.  
  The Birdmen share several Ship designs with the Fascists (Race 4), the Race that they have had the most contact  
  with.  
  The Birds are very wary of The Crystals (Race 7) which suggests that their Cloaking technology does  
  not provide extra protection against the Crystals' (Race 7's) Web Mines.  
  Birdmen Ships tend to be solidly armored and pack heavy firepower.  
  The Birdmen use their Cloaking Ability to spy on their enemies. They can use their Super Spy   
  Mission to report on the condition of enemy Planets. However, there is a 20% chance that they  
  will be caught.

  Fuelless Capital Ships are immune to Planetary NUK Friendly Code.  
  Hull Slot 7 (Loki Class Destroyer) will not decloak Birdmen (Race 3) Ships (Host 3.22.021) (Hconfig) (Host 3.22.022)   
  Super Spy Mission (Hconfig).  
  Superspy reports the number of Supplies on a Planet (Host 3.22.010)  
  Superspy: A Ship with a lower ID # will not block a Ship with a higher ID # from Superspying if the lower ID Ship is set to another Mission (Host 3.22.012)  
  All Super Spying Ships are Cloaked if able to do so.  
  For every Super Spy Ship, there is a 20% chance of changing the enemy Planet's Friendly Code. This effect is cumulative.  
  To prevent Ships from changing enemy Planet's Friendly Code, set Ship's Friendly Code to begin with X or x. (Host 3.22.010)  
  A Planet has a 20% chance of detecting the Super Spy and if it has 30 Defense Posts, it will burn 10 of them and emit an Ion Pulse.  
  This willd decloak the Birdmen (Race 3) Ships in orbit.  
  If the Birdmen set a Planet’s Friendly Code to “mfN”, and the Planet has at least 30 Defense Posts, the Planet will automatically  
  dectect this and use it's Ion Pulse to decloak all Ships in orbit.  
  The Ship must have fuel on board to perform this action.
